© 2021 IEEE.A megaproject is a set of long-Term measures united by a single goal and aimed at the development of regions and countries. Such projects are characterized by high time and money costs during implementation, and, accordingly, increased country, political and information risks. For companies with international operations, the costs and complexity of ensuring compliance have increased dramatically. As well as costs and fees, direct and indirect, for non-compliance. One of the ways to reduce such risks is long-Term loyalty programs based on working with all interested parties, the information field surrounding this project, etc. This article discusses megaprojects with the participation of Russian state corporations, in particular, projects for the construction of nuclear power plants abroad. The task solved in this paper was to simulate the effects of loyalty programs for the implementation of megaprojects. The authors propose a model that includes factors related to loyalty programs of such projects and is based on the use of fuzzy cognitive maps (FCM). FCM allows one to model complex dynamic systems, including socio-economic ones. The article presents the results of constructing a fuzzy map based on the use of various types of open data.
