The reserves of the digitalization of the planning procedure are considered, taking into account the modern achievements of IT technologies and the development of the global information and communication infrastructure. The conclusions and proposals contained in the article are formulated taking into account the extrapolation of the successful experience of digitalization in leading global companies. The reserves of using the experience and best practices in the implementation of information and communication technologies that emerged from companies during the Covid-19 pandemic, as well as the proposals of economists - supporters economic national development. The research results contain an analysis of the possibilities for expanding the current practice of using the “economic cross” based on expanding the range of information technologies used in planning and realizing the potential of the “bid data” methodology by expanding the coverage and saturation of information flows. The theoretical proposals contained in the article are adapted to the current tasks facing the state corporation Rosatom in the framework of the implementation of the “Breakthrough” concept.

- ПубликацияТолько метаданныеThe Use of the Economic Cross Model in Planning Sectoral Digitalisation(2022) Timokhin, D. V.; Тимохин, Дмитрий Владимирович© 2022, The Author(s), under exclusive license to Springer Nature Switzerland AG.The article examines methodological approaches to organizing planning and forecasting digitalization processes at the industry level. The obstacles and problems faced by the beneficiaries involved in the planning and forecasting of digitalization have been investigated, possible ways to eliminate these obstacles and problems based on the use of the “economic cross” methodology have been investigated. Specific requests in expanding the use of digital technologies at the level of nuclear energy in relation to the economic situation around the project of the state corporation Rosatom “breakthrough” are investigated. The directions of the use of the “economic cross” method are proposed in order to ensure complex interaction of participants in digitalization processes in the nuclear industry on the example of planning, forecasting and formation of contractual agreements between representatives of the state, Rosatom State Corporation and other beneficiaries within the framework of the development of the digital component of the project of the state corporation Rosatom “Breakthrough”. The features of the use of the “economic cross” methodology for the purposes of planning digitalization processes, taking into account the current macro-market sectoral factors, such as the priority of import substitution, sanctions risks, aggravated competition between technological global alliances, have been investigated. Based on the results of the analysis, a system of decisions is proposed for organizing digitalization planning processes in the nuclear power industry using the example of the project for the formation of a two-component nuclear power industry of the state corporation Rosatom “Proryv”.

V.; Бугаенко, Марина Владимировна; Тимохин, Дмитрий Владимирович; Факультет бизнес-информатики и управления комплексными системами© 2022, The Author(s), under exclusive license to Springer Nature Switzerland AG.The article examines the trends in the technological development of modern society from an economic point of view. The most valuable areas of technological development and infrastructural and economic conditions for long-term support of relevant trends have been identified. The economic problems and demands that businesses face when designing new industries based on the use of smart technologies and the range of solutions currently used are investigated. in the context of the coronavirus pandemic and a forced experiment to scale up the use of technological platforms that existed at that time. Taking into account the development trends of the innovative economy in 2021–2022. forecasts were made regarding the further development of technological platforms as a factor in the formation of a “smart” economy. The most effective ones from the point of view of the current geoeconomic environment have been identified. The applicability of the economic cross model to solving problems of designing inter-industry technological platforms has been proved. The areas in which the formation of technological platforms based on the model of the economic cross is economically justified are identified. The barriers to the introduction of smart technologies into the sectoral reproduction chains, which can be solved through the development of technological platforms based on the economic cross, are indicated. The directions of adaptation of the economic cross methodology in relation to the needs of the formation of a “smart” technological platform for nuclear energy (within the framework of the project of the state corporation Rosatom) are proposed.
- ПубликацияТолько метаданныеDesigning an Economic Cross as a Condition for the Formation of Technological Platforms of a Digital Society(2022) Repkina, O. B.; Popova, G. I.; Timokhin, D. V.; Попова, Галина Ивановна; Тимохин, Дмитрий Владимирович; Факультет бизнес-информатики и управления комплексными системами© 2022, The Author(s), under exclusive license to Springer Nature Switzerland AG.The article examines the possibilities of using the economic cross methodology for the design of technological platforms. The assessment of additional economic efficiency from the use of “smart” technology platforms by leading Russian high-tech companies per one ruble of expenses was made. The economic efficiency of the use of infra-structural technological solutions for the interaction of high-tech companies of Russia with the external environment is investigated. The classification of leading high-tech Russian companies based on clusters of their needs for “smart” technology platforms is proposed. Based on the study of trends in the technological transformation of the IT market, the economic interpretation of each of the discovered clusters of high–tech companies in Russia is presented. The trends of technological development of the global economy are investigated. For the most significant in terms of the share of the leading Russian IT companies included in the cluster, taking into account the economic interpretation carried out, a system of recommendations for the formation of a technological board is proposed. The main problems that the economy will face when integrating the considered high-tech companies on the basis of a “smart” independent infrastructure ecosystem are identified. A system of proposals has been developed for the use of the “economic cross” methodology for early detection of relevant problems and their prevention, taking into account the already known difficulties of integrating private and corporate interests on the basis of unified intersectoral “smart” ecosystems.
- ПубликацияТолько метаданныеIncreasing the Competitiveness of Russian Agricultural Producers Using the "Economic Cross" Model(2022) Panin, A. V.; Golovina, L. A.; Degteva, L. V.; Timokhin, D. V.; Тимохин, Дмитрий Владимирович© 2022, The Author(s), under exclusive license to Springer Nature Switzerland AG.In this study, we proposed the directions of developing Russian agriculture by integrating innovative technological solutions (including digital ones) into the production-logistics chains of domestic producers. We identified economic-organizational constraints for the development of Russian agriculture and examined foreign and Russian experience in addressing similar issues on a systemic basis. Moreover, we examined the economics of the innovation process in Russian agriculture, taken in the context of the current geo-economic situation and the emerging factors (i.e., COVID-19, sanction wars, and the growing attention of the government to national security, especially food security). According to the results, we suggested several ways of adapting our “economic cross” model to the organizational-economic needs of the Russian agricultural producers. Additionally, we developed a system of recommendations for managing the life cycle of agricultural innovation using the “economic cross” model for the innovative development of sectors in various forecasted environments.
- ПубликацияТолько метаданныеPriorities for the Development of Domestic Crop Production in the Context of Closing the Resource and Technological Cycles of the "Smart Village"(2022) Panin, A. V.; Golovina, L. A.; Lidinfa, E. P.; Timokhin, D. V.; Тимохин, Дмитрий Владимирович© 2022, The Author(s), under exclusive license to Springer Nature Singapore Pte Ltd.The most significant results of the development of domestic crop production are revealed, and the conditions for the preservation and increase of positive trends in the development of the sub-industry are determined. The systemic problems and limitations that crop growing in Russia will face, requiring a revision of approaches to managing the processes of technologization and infrastructure support of the crop business, and have been identified. The sources of resource support for innovative processes of technological and managerial modernization of crop production are indicated, taking into account foreign experience. In the context of the strategic priorities for the development of crop production identified at the All-Russian Field Day-2020, proposals have been developed to improve infrastructure support for agriculture in the context of the closure of the resource and technological cycles in the formation of a technological digital platform for a “smart village.” The theses, which were put forward, are substantiated with the trends in the sectoral development of agriculture and the general trends in the formation of Industry 4.0.
