The article presents the mechanisms of attracting foreign scientists on the example of the European Union, the People's Republic of China, and the Federal Republic of Germany. On the basis of the analysis and generalization, the features of the mechanisms used to attract foreign scientists and their effectiveness are highlighted.

Research projects of the Mega-science class in Nuclear University

© Published under licence by IOP Publishing Ltd.Fundamental research in the field of high energy physics and nuclear physics is carried out at large international experiments with the joint participation of scientific organizations and research universities. This article discusses the features of the participation of a nuclear university in international research projects of the Mega-science class by the example of the National Research Nuclear University MEPhI. MEPhI is actively involved in the development, operation, and modernization of research projects of the Mega-science class, such as LHC, FAIR, NICA, RHIC, ITER, NEVOD. Participation in these megaprojects gives MEPhI an opportunity to gain unique new knowledge for the development of nuclear technologies and nuclear energy, to increase prestige and to gain access to modern high technologies. These issues were discussed at a conference "Personnel training and legal support for the implementation of scientific projects of the Mega-science class" organized by National Research Nuclear University MEPhI and Kutafin Moscow State Law University on June 20-21, 2019. The aim of the Conference is to discuss the policy management issues of implementation of the Mega-science class research projects.

Ways to Improve the Regulation of Projects of the "Megascience" Class

All right reserved.The creation of unique scientific facilities of the “Megascience” class is a very complex and lengthy organizational and technical process, for the implementation of which the resources of several states are usually involved. In connection with the participation in the creation and implementation of a scientific project of the “Megascience” class of several states, it becomes necessary to distribute the rights, duties, costs and powers of project management among the participants. Currently, the Russian Federation lacks a sufficient level of legal regulation of projects of the “Megascience” class. Based on the analysis of Russian and foreign experience in the implementation of scientific projects of the “Megascience” class, the article presents proposals for improving the legal regulation of these projects being implemented on the territory of the Russian Federation. The article also discusses the specific problems that one has to face when implementing projects of the “Megascience” class in Russia, and the ways to solve them. In addition, the authors’ definitions of such key terms as “Megascience” class project, “unique scientific facility of the “Megascience class” and “scientific collaboration,” which are absent in the current legislation, are proposed.

By the example of the CERN scientific project, the peculiarities of the legal experience of scientists involved in the scientific experiments of CERN are revealed, as well as the corresponding legal regulations. On the basis of the analysis, the expediency of identifying a special legal status of scientists working on unique scientific facilities of the "MegaScience"class is substantiated, which needs additional theoretical understanding.

As a result of the participation of several states in the creation and implementation of a scientific project of the "megascience" class, a need arises for the distribution among the participants of the rights, duties, expenses and powers to manage the project. In this regard, the article proposes an analysis of the organizational and legal models for creating scientific projects of the "megascience" class, possible taking into account the current legislation of the Russian Federation.
