dc.description.abstract© 2020 The Authors. Published by Elsevier B.V.The paper solves the problem of presentation and processing of the methodological information about the training courses to develop problem-oriented Web resources. It emphasizes the features of this information and proposes the means of presenting information and the means of algebraic type for manipulating information. The necessary properties of tools have been distinguished and based on them the task of developing tools has been specified. A model of tool kit has been constructed, which allows justifying the selected properties. The architecture of implementation tools is proposed. The constructed tool kits were tested when creating Web resources in the form of educational and methodical complexes for studying the legal fundamentals of the best available technologies (BAT) implementation.
