dc.description.abstract | © Springer Nature Switzerland AG 2020.Purpose: The purpose of the chapter is to analyze the shadow economy as a systemic phenomenon, its qualitative and quantitative assessment, as well as the development of recommendations for shadow economy suppression. The subject of the study is the shadow economy. Its development is seen as a threat to economic security. Due to this, it is necessary to reduce the share of the shadow economy in the national economy. Thus, it will be possible to increase the level of national economic security. Methodology: The methodology of the research is based on the methods of institutionalism. The study was performed on the materials of the Russian economy. The research is performed with the help of graphical presentation of information, trend analysis, comparison, analogy, systematization, etc. Results: Increasing the share of the shadow economy reduces the level of security of the national economic system. Therefore, it is necessary to pursue a state economic policy aimed at reducing the share of the shadow sector in the national economy. The study of the shadow economy has shown that the main reason for its emergence and development is an unfavorable institutional environment. Studies conducted by using econometric methods and sociological surveys allowed establishing not only a qualitative, but also a quantitative relationship between the shadow economy and the institutional environment. The most effective way to reduce the shadow economy and increase economic security is to improve the institutional environment. Recommendations: It is proposed to implement a special anti-shadow government policy. It is based on such economic policy components as tax, customs, monetary policy, business support policy, budget policy, etc. The anti-shadow policy integrates them into a single system to prevent and reduce the share of shadow economic activity. This will strengthen national economic security. | |
