© 2020 Author(s).We theoretically study metasurfaces based on dielectric films with smooth periodic surface corrugation and analyze their ability to efficiently deflect monochromatic light from normal to near-grazing directions. We optimize the corrugation shape using semi-analytical theory based on the Rayleigh hypothesis as well as by performing full-scale numerical simulations. For silicon metasurfaces, we obtain smooth periodic surface profiles that refract more than 90% of the energy of normally incident light at an angle of 84° with respect to the normal. We analyze the importance of high permittivity of the dielectric material and conclude that it is possible to sustain a 90% high refraction efficiency as long as the permittivity exceeds the value of 7.5.
