Summary at the final qualification work The final qualification work is devoted to the topic of the importance of innovative development for ensuring the economic security of the state. The subject of this work is the analysis of the results of innovative development of the Russian economy and the role of innovation clusters and small and medium-sized businesses in innovative development. The object of this work is innovation clusters in Tomsk and Novosibirsk. The purpose of the work is to identify barriers to successful innovative development of the Russian economy and formulate proposals to overcome them in order to increase the level of economic security of the country. Firstly were studied results of statistical researches, demonstrating a correlation between success in innovative development and an increase in many macroeconomic indicators. А similar study for Russia did not reveal such dependencies. This is due to the low level of innovative development – key performance indicators of the strategy for innovative development of Russia have not been achieved. The effectiveness of government instruments for stimulating innovation activity, including innovation clusters, was analyzed and a comparative study revealed that small and medium-sized businesses participating in innovation clusters show significantly more effective performance results than the industry average. The result of the final qualification work was the formation of recommendations for scaling up the practice of creating innovative clusters and the development of a mathematical model, which was used to assess the impact of the implementation of the proposed initiatives on the level of economic security of the country.
